Seated in the furthest Council chairs are Mary Kelsey (Burbank Mayor 1986-1987) and Al Dossin (Burbank Mayor 1988-1989). Ota, located 50 miles from Tokyo, became Burbank's fourth sister city in 1983 after an intense period of "wooing" by the Japanese city, according to the Los Angeles Times. Earlier sister cities included Solna in Sweden, Inchon in Korea, and Gabarone in Botswana.
