Paige, who died on February 14, 1960, had been Burbank city engineer and public works director since 1941, according to the Los Angeles Times. Paige was nationally known in his field and pioneered a process of cut-and-cover reclamation in which mountain canyons are filled with alternate layers of refuse and earth resulting in large usable land areas. Among his other achievements was the planning of the DeBell Golf Course. Paige's memorial was held at the Burbank Public Works Department Yard, a project Paige helped create, likely around its opening in May 1960.
