Architectural illustration of Burbank City Hall Annex by artist George Jung. Construction for the Annex, which was part of the city's 10 Year Capital Improvement Program, began on January 11, 1960. The new Annex opened February 24, 1961 and housed the Burbank Police Department, the city jail, and the city's civil defense headquarters. A tunnel was dug below 3rd St., linking the Annex with the County Courts building and was used to transport prisoners for court appearances. A fortified basement was built to withstand a "zero-zone bomb blast" and a deep well was dug beneath the building to provide independent water "in case of attack." From typed notes attached to photo: “CITY HALL ANNEX – Burbank’s City Hall Annex is the latest accomplishment of its 10-year Capital Improvement Program. This building will house Burbank’s highly-rated Police Department, the city’s Civil Defense Department and the Communications facilities. A unique feature is the basement which has been built with special 18 inch thick concrete walls which make it both blast proof and radiation proof. This section will contain the Civil Defense Headquarters.”
