Under the Sister City program, a group of Burbankers went to Ota, Japan to experience the culture and strengthen bonds with Burbank's Sister City. City Officials exchange framed signs of their respective city seals. The images were taken in October 1984. This image came from a collection of images donated by Shirley Reynolds. She was on the board of the Sister Cities program for many years.
