From City Council Meeting Minutes: Police Chief Thomas Hoefel and Captain Bowers, President of the Burbank Rotary Foundation presented the 2004 Rex Andrews Police Scholar Award to Lieutenant Bill Taylor. Mayor Marsha Ramos assisted in the presentation of the plaque to Lieutenant Taylor.
